FSC Announces the Application Status and Subsequent Acceptance Process for Virtual Asset Custody Services Thematic Pilot Program

The Financial Supervisory Commission (FSC) today announced that, as of the end of April 2025, four financial institutions had submitted applications for the Virtual Asset Custody Services Thematic Pilot Program. The FSC further stated that it would continue to accept applications for the program starting June 15, 2025.
To foster domestic financial innovation, the FSC launched the Virtual Asset Custody Services Thematic Pilot Program on November 28, 2024. Concurrently, relevant explanatory materials and an FAQ were published. Financial institutions were invited to submit applications to the FSC from January 1 to April 30, 2025. The FSC further indicated that by the end of April 2025, four institutions had submitted their applications, which are currently under review.
The FSC noted that the aforementioned four applications will be given priority in the review process. Considering that virtual asset custody services are an emerging and innovative business, and that financial institutions differ in terms of scale, business strategies, hardware and software infrastructure, and personnel training, the FSC has decided to continue accepting applications from financial institutions starting June 15, 2025. This would give financial institutions sufficient time to plan and submit applications based on their own circumstances. Furthermore, the FSC remains committed to offering consultation and advisory services, encouraging interested institutions to request guidance as needed.
The FSC reiterates its commitment to continuously monitoring domestic and international trends in virtual assets. Through the Virtual Asset Custody Services Thematic Pilot Program, the FSC aims to gain insights into market demand and the business development of financial institutions, thereby facilitating timely adjustments to relevant mechanisms and regulatory frameworks. This initiative seeks to promote fintech innovation while simultaneously ensuring financial market stability and consumer rights protection.
