FSC Launches Fintech-Based Thematic Promotion Centered Around “Financial Inclusion”

In order to continue promoting inclusive access to financial services and encouraging applications, the Financial Supervisory Commission (FSC) has launched the 2025 Fintech-Based Thematic Promotion focused on “financial inclusion.” The initiative aims to foster cross-sector collaboration between financial institutions and technology companies, thereby making financial services more accessible, creating new opportunities for participation by individuals and enterprises, and fostering a more equitable, inclusive, and sustainable financial environment.
The FSC stated that this year’s campaign will feature a range of activities, including experience sharing sessions, an innovative proposal competition, encouraging applications for innovative experimentation, pilot programs and proof-of-concept (PoC) projects, and a final showcase event. The key activities are as follows:
1. Experience sharing sessions
In the second quarter, the FSC will convene experience sharing sessions bringing together stakeholders from schools, small and medium-sized enterprises (SMEs), organizations representing the elderly, persons with disabilities, and those in remote areas, as well as financial institutions and Fintech companies. These sessions will facilitate in-person interaction and information sharing, enabling financial service providers to better understand and craft concrete, targeted solutions to the practical challenges and needs of users of their services.
2. Innovative proposal competition
Scheduled for the third quarter, the FSC plans to host an innovative proposal competition open to financial institutions and Fintech companies. Participants may join individually or form teams to propose technology-driven solutions addressing the pain points, challenges, and needs of individuals and enterprises in advancing financial inclusion. A review panel comprising experts, academics, government agencies, and non-governmental organizations (NGOs) will evaluate proposals. Outstanding proposals will receive awards and follow-up support such as consultation for pilot programs or innovative experimentations, with the aim of encouraging innovative solutions that contribute to inclusive finance.
3. Encouraging applications for innovative experimentations, pilot programs, and proof-of-concept (PoC) projects
The FSC will continue to support innovation through resources provided by the FintechSpace, including compliance check and regulatory clinic. Companies not located within the FintechSpace may request a counseling and advisory meeting held by the FSC’s Department of Development and Innovation. The FSC will continue to encourage firms to apply for innovative experimentations, pilot programs, and PoC projects to accelerate financial innovation.
Promoting and deepening financial inclusion has long been a priority policy of the FSC. Ensuring that more people have access to safe, diverse, and high-quality financial services is a shared objective of both the FSC and the financial industry. By integrating the resources and expertise of financial institutions and technology companies through this year’s series of thematic initiatives, the FSC seeks to develop innovative, feasible solutions, extend financial services to every corner of society, and cultivate a more inclusive and sustainable Fintech ecosystem—thus realizing its vision of financial inclusion for all.
