FSC Approves Taishin International Bank's Application for Business Trial in the Kaohsiung Asset Management Zone

On August 6, the Financial Supervisory Commission (FSC) announced that it has approved Taishin International Bank (hereinafter referred to as “Taishin Bank”) to participate in the business trial in the Kaohsiung Asset Management Zone (hereinafter referred to as the “Kaohsiung Zone”). The trial period will commence upon the start of operations and will run through June 30, 2026. The FSC had previously approved 14 banks for business trial within the Kaohsiung Zone. With the inclusion of Taishin Bank, the total number of participating banks has reached 15.
In March 2025, the FSC approved Taishin Bank to conduct financial products and services to high-asset customers. In its latest application, the bank proposed a business trial including insurance premium financing, Lombard lending, and other financial services. In accordance with FSC requirements, Taishin Bank submitted comprehensive plans detailing its management structure for operations within the Kaohsiung Zone, along with its internal control systems, risk management mechanisms, and anti-money laundering measures. The bank also established protocols to safeguard customer rights and handle complaints, ensuring full compliance with relevant regulations and supporting the sound operation of its trial programs. In addition, the FSC has required the bank to appoint dedicated personnel to oversee these operations, further strengthening its capacity for self-regulatory management.
To date, Kaohsiung Zone has attracted a diverse range of financial institutions—including major public, private, and foreign banks—contributing to the formation of a comprehensive asset management ecosystem. The FSC remains committed to balancing effective risk control with financial innovation and will continue to regularly examine the results of the business trials, using these insights to inform the next phase of policy formulation.
The FSC reiterates that the policy objective of promoting regional asset management zones is not only to attract high-asset financial services and domestic and foreign capital to Taiwan's key industries, but also to establish internationally aligned regulations and an industry ecosystem through the trial programs, thereby laying a solid foundation for the development of Taiwan’s asset management sector and enhancing its global competitiveness.
