FSC Approves BNP Paribas Taipei Branch’s Application for Business Trial in the Kaohsiung Asset Management Zone

On February 4, the Financial Supervisory Commission (FSC) announced that it has approved BNP Paribas Taipei Branch to participate in the business trial in the Kaohsiung Asset Management Zone (hereinafter referred to as the “Kaohsiung Zone”). The trial period will commence upon the start of operations and will run through June 30, 2026.
In June 2025, the FSC approved BNP Paribas Taipei Branch to conduct financial products and services to high-asset customers. In its latest application, the bank proposed a business trial including insurance premium financing, Lombard lending, proprietary secured loans, family offices services, and other financial services. In accordance with FSC requirements, BNP Paribas Taipei Branch submitted comprehensive plans detailing its management structure for operations within the Kaohsiung Zone, along with its internal control systems, risk management mechanisms, and anti-money laundering measures. The bank also established protocols to safeguard customer rights and handle complaints, ensuring full compliance with relevant regulations and supporting the sound operation of its trial programs. In addition, the FSC has required the bank to appoint dedicated personnel to oversee these operations, further strengthening its capacity for self-regulatory management.
The FSC stated that with the inclusion of BNP Paribas Taipei Branch, the total number of banks approved for business trial in the Kaohsiung Zone has reached 19. The trial businesses that banks have applied for mainly consist of credit services (e.g., proprietary secured loans, policy pledge, premium financing, and Lombard Lending), family offices services, and cross-border financial services. The FSC remains committed to balancing effective risk control with financial innovation and will continue to regularly review the results of the business trials and formulate strategies for the next phase of policy.
