“Stock Gift Card” –First FinTech regulatory sandbox project of 2026 successfully completed; FSC encourages continued innovation

       A “Stock Gift Card” FinTech regulatory sandbox experiment by SinoPac Securities Corporation (hereinafter, "SinoPac Securities”) that was previously approved by the Financial Supervisory Commission (FSC) has been completed. The results demonstrate that the stock gift cards are innovative, encourage broader participation in the capital market, promote financial inclusion, and expand the scope of securities services. The FSC has completed the necessary regulatory amendments to allow this business to be formally launched to the public and encourages financial institutions to engage in financial innovation and apply to conduct sandbox experiments or business trials, the better to make the most of emerging market opportunities.
  SinoPac Securities began issuing its stock gift cards in April 2025. Purchasers could redeem the cards themselves, give them as gifts, or use them in corporate marketing campaigns. The cards were redeemed via SinoPac Securities’ digital platform and the proceeds applied toward stock purchases, brokerage fees, and securities transaction taxes. The sandbox experiment successfully concluded in April 2026. The trial recorded a total redemption value of nearly NT$60 million, attracted more than 90,000 participants, and contributed to the opening of nearly 50,000 new securities accounts. These results demonstrate strong market interest and a positive effect on expanding investment participation, promoting financial inclusion, and supporting business development within the securities industry.
  The FSC stated that by building partnerships with non-financial industries through its stock gift card project, SinoPac Securities has brought securities services into such aspects of everyday life as convenience store transactions and corporate gifting. This has created new possibilities for cross-industry partnerships. Being made available in many denominations, the card is suitable for gifting, children’s financial education, or first-time investing. The project showed that it could increase the willingness of younger individuals and first-time investors to participate in the capital market, thereby broadening the reach of financial services.
  To facilitate the permanent implementation of this innovative service, the FSC made regulatory amendments prior to the end of the experiment. In March 2026, the FSC accepted for recordation the “Self-Regulatory Guidelines for Securities Firms Issuing Stock Gift Cards” submitted by the Taiwan Securities Association. This project marks the first sandbox operation to have concluded in 2026 and was the 10th FinTech sandbox experiment overall. SinoPac Securities has received approval to conduct two sandbox experiments to date, and its commitment to innovation is highly commendable.
  The FSC emphasized that innovation is a key driver for enhancing the competitiveness of the financial industry. Moving forward, the FSC will continue to encourage firms to leverage technology and develop innovative financial products and services that meet the diverse needs and expectations of consumers while ensuring effective risk management and compliance.
