Over 1,000 Financial-Field Employment Gold Cards Approved, Attracting International Talent to Taiwan

In alignment with the government's policy to recruit foreign professionals and promote the development of financial industry, the Financial Supervisory Commission (FSC) promulgated the “Required Qualifications for 'Foreign Specialist Professionals with Specific Financial Expertise' and Principles for Recognition of Qualifications,” (henceforth, “the Principles”) on February 8, 2018, in accordance with the “Act for the Recruitment and Employment of Foreign Professionals.” The Principles serve as the review criteria for Employment Gold Card applications in the field of finance.
Since the launch of the Employment Gold Card initiative through the end of June this year (2026), a cumulative total of 1,005 Employment Gold Cards in the financial field have been approved with the review participation of the FSC, accounting for approximately 6% of the 17,365 total gold cards issued overall. Among them, Hong Kong (278 cards), the United States (229 cards), Singapore (129 cards), Canada (72 cards), and the United Kingdom (69 cards) were the top five sources for financial-field gold card recipients.
Recent revisions to the Principles were issued on December 29, 2025, to add “asset management (including multi-family offices)” to the key industries listed in Point 5. This amendment aims to address the demand for relevant professionals and to fulfill the policy objective of establishing Taiwan as an Asian asset management center. In 2025, 145 financial-field gold cards were approved; following the revisions, 92 cards have been approved in the first six months of 2026, representing a nearly 30 percent increase over the 71 cards for the same period last year.
Foreigners seeking to engage in professional work in Taiwan may apply with the National Immigration Agency for an Employment Gold Card, which functions as a work permit, resident visa, alien resident certificate, and re-entry permit. The gold card, which is valid for one to three years, allows eligible foreign professionals to seek employment, work, and change employers. It also grants the right to participate in Taiwan’s health insurance and labor pension schemes. Applicants can elect one of 12 professional fields, including the field of finance, based on their professional skills, with eligibility being determined by the relevant government agencies. Moving forward, the FSC will continue to work in line with the government’s overall plans and engage in a rolling adjustment of the Principles to continue to encourage foreign professionals to come to Taiwan and further enhance the development of Taiwan ’s financial industry.
