The "Organic Act Governing the Establishment of the Financial Supervisory Commission" provides that the Financial Supervisory Commission (FSC) shall have one chairperson and two vice chairpersons, while the Minister of Finance, the Minister of Economic Affairs, and the Minister of Justice shall serve as ex officio commissioners. On 23 July 2012, the Executive Yuan appointed the Minister of the National Development Council to serve concurrently as an FSC commissioner. The FSC has five departments (Department of Planning; Department of Legal Affairs; Department of International Affairs; Department of Information Management; Department of Development and Innovation) and four support units (Secretariat; Personnel Office; Accounting Office; Civil Service Ethics Office). In addition, the FSC has a task force-based Public Relations Office. To strengthen the FSC's cooperation and exchanges with key international financial bodies and financial supervisory agencies, and to stay abreast of the latest developments in the world's key financial markets, the FSC has established representative offices in New York and London. In order to properly implement regulation, supervision, and financial examinations of banking, securities, futures, and insurance enterprises, the FSC has established four sector bureaus: the Banking Bureau, the Securities and Futures Bureau, the Insurance Bureau, and the Financial Examination Bureau, each of which is a third-level central government agency.
