In order to operate successfully on July 1 2004, the Executive Yuan designated Minister of Finance Lin Chuan as the convener of the FSC Preparatory taskforce. The taskforce was composed by four parallel groups, namely planning, general affairs, finance and personnel. The office of FSC was set in the fourteenth to eighteenth floors of Taiwan Railway Bureau Banqiao new station.
