What is the “Examination Data Rating System?”

The Examination Data Rating System is a system of assessment benchmarks developed with reference to the “Uniform Financial Institution Rating System” [i.e. the CAMELS Rating System] adopted by the U.S. Federal Financial Institutions Examination Council [FFIEC], with modifications made to account for the financial ratios used in Taiwan for the purpose of financial examinations. The Examination Data Rating System uses the following assessment benchmarks: capital adequacy; asset quality; management; earnings; liquidity; sensitivity to market risks; and miscellaneous factors. These benchmarks were selected from financial examination reports prepared in previous years by financial examination agencies here in Taiwan, and take into account the characteristics of different types of financial institutions. Different weights and scores are assigned to the different benchmarks based on their attributes and importance. Composite scores are based on the overall results of evaluation for each financial institution, which is assigned a composite rating [from A to E] on the basis of its composite score. The composite ratings are defined as follows: Rating of A - Very sound management. Rating of B - Reasonably sound management. Rating of C - Slightly weak management. There isare area[s] of deficiency. Rating of D - There are operational deficiencies that must be corrected. Rating of E - Management is materially deficient. Active steps must be taken to improve financial condition.
